I have the honour to soknowledge the receipt
ofnyour eeoret despatcn of the 24th September, 1926,
reporting the circumstances in shioù a eum of $50,000 wBI
temporarily advanced from the funas of tan Tung Wan
Hospital to finance certain action in Canton which it was
hoped would result in the re-establisženent in Canton of a
Geverument friendly to Hong Kong and so and the boycott,
2. I approve of your action in advancing from
Trade Loan funds the balance ($40,000) due to be repaid
to the Tung Yah Hospital, without interest, until the
political situation is clearer. i hope that it will be
possible for you to obtain from the persons concerned
repayment of the sum outstanding, sed you should repert
further if those hopes are not realised by the time that
Lize accounts of the Trade Loan are finally settled,
I sonnier, however, that it is unsatisfactory
tisut the leaders of the Chinese community should have
been in a position to obtain an advance of this na ture
from a Charitable Institution incorporated under the law
of the Colony, and especially so when ne security was
offered. I feel that the question should be fur ther
examined from this point of view; and if you consider that
the Directors of the Tung Wah Hospital were within their
legal rights in suthorising an advince of this nature
